All the "Core" and "Other" races from the SRD are available as PC races, see http://www.d20pfsrd.com/races.  If you want to put something together using the Advanced Race Guide, you'll need to keep track of how you spend the points.  Rather than the awfully vague rules from that book, I will backtrack half a version to the ECL rules from 3.5.  Races w/ 12-22 RP will be +1 ECL; 23-33 RP will be +2; and +3 ECL for 34-44 RP.  These will all be 1 less if we start above 5th level, or 2 less if starting levels are above 10.  I will allow ECL buyoff.

I will also be ressurrecting the concepts of Racial Levels, Monster Levels, and Template Levels.  I don't have all the wrinkles ironed out yet, but if you have something from 3.5 that you'd like to try then bring it to me and we'll make it work.  By my thinking, you will not be required to take all the levels of a monster class before adding a regular class.  However, you will not be allowed to have more non-species class levels than you do monster levels.  This will include a pretty major revision of the undead class levels that I've been working on, just one more reason for players to have a little less dread about characters' demises.  Racial  levels for humanoids will be prestige classes that increase racial features and attributes, and will stack with certain core classes to determine some power levels.

A note about the Half-Races

In my campaign, each race is genetically distinct and can not interbreed with other races to produce offspring without some serious magical help.  So half-race children born to pure race parents are pretty rare.  However, long ago the elves developed powerful magic that allowed two different species to share memories and physical traits to better understand one-another.  User of this magic is where most half-species originally come from, and they can breed true with similar mixed types.  This means there are almost zero lone half elves or half orcs that come from societies that rejected and cast them out.  Instead, they were born into a community of mixed heritage.  The entire community may have suffered scorn and disgust from outside pure-race groups, but they had each other for support and shared social customs.  This is not to say interracial liasons don't occur, they just wont result in children.  And most races (other than humans) find it distateful.
